What is the Delaware Low To Moderate Income Solar Grant Program... 

The DNREC Low- to Moderate-Income (LMI) Solar Pilot Program is meant to bring renewable energy to a segment of the Delaware population that has historically been underserved by existing state programs and incentives.

Grant funding is available to promote the use of renewable energy in Delaware for low- and moderate-income households. The LMI program will be used to develop a statewide solar program that will provide services for low- to moderate-income homes regardless of their electric utility service territory.

Depending on your system size, eligibility, and available state incentives, homeowners can typically save between 70% and 100% on their solar installation. These grants are designed to reduce upfront expenses, maximize long‑term energy savings, and make clean energy accessible for Delaware residents.

How to Apply for Delaware Solar Install Grants

To qualify for Delaware Solar Grants, applicants must meet the eligibility requirements of one of the two available income‑based programs. Each program provides a different level of financial support, ensuring that solar energy remains accessible to households across the state.


If you qualify for the Low‑Income Program, your solar installation may be covered at 100%, meaning your system is installed at no cost to you. This option is designed to remove all financial barriers and allow qualifying homeowners to transition to clean energy without any upfront investment.


If you qualify for the Moderate‑Income Program, the state will cover approximately 70% of your total installation cost. This substantial incentive significantly reduces your out‑of‑pocket expenses and makes solar energy an affordable, long‑term solution for reducing utility bills.

Low Income Program

Low Income Grant will cover 100% of the costs for a 10 solar module residential array (4kW). In order to qualify the customer must meet certain income requirements. Prior to solar being installed you must additionally go through a weatherization program.

Once you have completed the program you may be eligible to get a 100% FREE 4KW solar system that includes parts and installation on your home.

KW Solar Solutions handles all the paperwork and will make the process seamless and easy.

Low-income households must first apply for services through the Weatherization Assistance Program. Low-income qualified homes will receive a cost-free solar installation of up to 4.0 kW.

Applicants must meet Weatherization Assistance program income eligibility guidelines.

Moderate Income Program

Moderate Income Grant will cover 70% of the costs for a 15 module solar array (6kW). Eligible families must be below their Delaware counties median income level. For instance, a family of four in New Castle County with combined income of $84,300 or less would qualify.

The goal of the program is to help low and moderate income families in Delaware take advantage of the benefits of solar renewable energy:

  • Save hundreds of dollars annually on your electricity bill

  • Increase the value of your home

  • Help decrease carbon emissions in the atmosphere
